Insurance firms—whether life, non-life, reinsurance, or intermediaries—are increasingly required to obtain a Legal Entity Identifier (LEI) to meet a range of regulatory, operational, and counterparty reporting obligations. The LEI provides a globally recognized and standardized method for identifying legal entities participating in financial transactions.
“The LEI rules allow for unambiguous identification of the legal entities mentioned above, avoiding inconsistency and ambiguity of identification by national codes or by their name. This categorisation improves the quality and timeliness of aggregated data at EU level and eventually reduces the reporting burden for reporting entities operating cross-border.
” EIOPA, Guidelines on LEI
In a sector where transparency, cross-border compliance, and risk assessment are paramount, the LEI plays a critical role in strengthening regulatory reporting, AML/KYC, and counterparty due diligence.
In Solvency II Directive for example, the Legal Entity Identifier (LEI) is used to uniquely identify entities falling within its scope.
It facilitates data consistency and comparability across different sources, enhancing supervision and risk assessment in the insurance and pensions sectors. The LEI is essential for Solvency II reporting, allowing for better risk analysis and efficient supervision by national authorities and EIOPA.
Since 1st July 2022, insurance intermediaries that carry out cross border business in other EU Member States have an LEI, in line with the revised EIOPA Guidelines. Firms are required to obtain an LEI code and to submit a letter/email to idd.notifications@centralbank.ie by 31 July 2022 confirming the firm’s LEI.
The LEI provides a unique, globally recognized identifier for legal entities, ensuring clarity and consistency when reporting and exchanging information.
By using the LEI, Solvency II reporting becomes more reliable, facilitating better analysis of risks, trends, and interconnections within the insurance and pensions industries.
The LEI helps national competent authorities and EIOPA to effectively supervise financial institutions, assess risks, and develop appropriate regulatory policies.
The use of LEI contributes to the stability of the financial system by enabling better monitoring of systemic risks and facilitating more informed decision-making.
From the end of 2023, the use of LEI is mandatory when reporting to EIOPA entities covered by their LEI guidelines.
Under Solvency II, European insurance undertakings must report exposures and identify counterparties using the LEI to ensure consistency in financial supervision.
For example, the Central Bank of Ireland have listed the lEIs records of insurance firms within their Solvency II Public Disclosure here.
Insurance firms offering packaged investment products must include the LEI in Key Information Documents (KIDs).
Insurance companies involved in derivatives or securities financing transactions may be obligated to use an LEI for transaction reporting.
LEIs help insurers, reinsurers, and regulators clearly identify entities in different jurisdictions, improving risk evaluation and capital adequacy assessments.
LEIs streamline onboarding and due diligence processes by providing access to verified entity reference data.
